Announcement on the Comprehensive Implementation of Customs Clearance Measures for Wine Exported to the Mainland via Hong Kong

In order to support the Hong Kong Special Administrative Region’s goal of building an Asian wine trade and distribution center, according to the cooperation agreement signed by the General Administration of Customs and the Hong Kong Sea in 2010, it provides customs clearance and convenience measures (hereinafter referred to as convenience measures) for wines exported to the Mainland through Hong Kong. Convenience measures have been implemented in five ports including Shenzhen, Guangzhou, Beijing, Shanghai and Tianjin. In order to further play the role of facilitation measures, improve the efficiency of customs clearance, and at the same time cooperate with the national customs clearance reform, the General Administration of Customs and the Customs and Excise Department decided to fully implement the convenience measures within the national customs. The relevant matters are hereby announced as follows:
Wine
1. Since November 9, 2017, the scope of implementation of the convenience measures has been extended to all ports of the national customs.
2. The data and information on wines exported to the Mainland through Hong Kong have been filed by the Hong Kong registered wine exporters through the “Online Filing System for Tax Convenience Measures for Hong Kong’s Wine Clearance and Customs Clearance” and verified by the Customs and Excise Department. Enjoy the customs clearance and taxation convenience measures given by the Mainland Customs. When importing import-related wine goods, mainland importers should report the “Convenience Record Number” in the “Remarks column” of the import declaration form.
